CEPS analysed the closed and open questions for two open public consultations related to two legislative initiatives as part of the European Green Deal: The Energy Taxation Directive (ETD) and the Carbon Border Adjustment Mechanism (CBAM).
The closed questions of the CBAM questionnaire were analysed using Excel and Visual Basics (CBAM) code. The several open questions for both ETD and CBAM were analysed using a combination of machine learning in Python and manual annotation in Excel. We also used machine learning to identify campaigns via text similarity on the open questions and machine translation to translate all responses to English.
