This project is focused on the production of a thematic report on FP10, the future EU framework programme for research and innovation. While FP10 will only become operational in 2028 and run until 2034, in practice the reflection on whether and how to change the current FP9 (Horizon Europe) is ongoing, and the European Commission has set up a dedicated expert group, chaired by Manuel Heitor, which will release its report over the course of this year.
Building on extensive desk research and a stakeholder workshop, the project will produce a research report, looking at different aspects of FP10, including: (1) Taking stock of the first years of Horizon Europe; (2) A reflection on the changing goals of EU R&I policy; (3) A discussion on the budget and structure of FP10; (4) Streamlining and consolidating links with other EU and national policies; (5) New ways to mainstream climate, gender, equality and inclusion across the whole FP10; (6) Strengthening links with associated countries and international donors. The work is guided by a prominent Advisory Group, featuring leading experts from the domain of research and innovation.
The ultimate goal is to understand how a broad range of stakeholders (industry, universities, research organisations, philanthropy, etc) from both within and outside the EU are thinking about the future FP10, while encouraging cross-fertilisation of ideas, contributing to building a set of coherent asks and informing organisations’ own asks around FP10.
