Towards an ambitious FP10

Building on the recommendations put forward in the CEPS report “Towards an ambitious FP10” published in January 2025, this project focuses on: i) How to operationalise the new proposed structure for FP10, the upcoming EU Framework Programme for Research and Innovation (R&I), in terms of governance, composition, legitimacy and accountability; ii) How to most benefit from multi-stakeholder collaboration on R&I, with an emphasis on the role of philanthropies, private-sector involvement and partnership models, and a particular focus on EU-Philanthropy collaboration; iii) How to further develop the involvement of non-EU countries in R&I collaborations in solving global challenges, with a focus on associated countries and LMICs.

The objective of this project is to define in detail how a well-designed FP10 oriented towards excellent research and impactful innovation could operate in practice, and how to get from the status quo to the proposed arrangements in the coming two years; boost the global impact of R&I funded through FP10, as a stand-alone programme or as part of broader multi-stakeholder R&I partnerships; and improve non-EU countries R&I collaborations with EU FPs by highlighting the added value and positive sum of non-EU countries’ participation and presenting a tool kit of possible mechanisms for improving their involvement. The research will lead to three policy papers which will be discussed with relevant stakeholders in roundtables during the Cyprus Presidency.
