TaiwanICDF and European Development Cooperation in the Global South

This research project aims to analyze Taiwan’s development cooperation model to identify opportunities for greater strategic alignment in Asia-Pacific and Africa. It will assess Taiwan’s comparative advantages in development assistance and explore how these strengths can be more effectively leveraged to support the priorities of its diplomatic allies. The study will also examine potential strategic entry points for re-engagement with countries that have severed diplomatic ties.

In addition, the project will analyze key differences between Taiwan’s aid approach and those of other like-minded donors. It will explore how Taiwan’s aid strategy fits into the broader global development paradigm shift and propose actionable recommendations for medium- to long-term strategies that enhance its relevance, adaptability, and international partnerships. There will be a particular focus on digital development and opportunities in technology cooperation.

To do so, the project identifies ten country case studies in Asia-Pacific and Africa. Two case studies are given particular attention through field research visits to Palau and eSwatini, to conduct interviews and assess the state of development cooperation on the ground.
