The “innovation principle” is a relatively recent policy concept in the EU regulatory context. It postulates that when developing, implementing or reviewing EU legislation or policy, the potential impact on research and innovation should be assessed and addressed.
This study takes stock of the implementation of the innovation principle over the past years, and since the previous study by Renda and Simonelli in 2019. The overall aim of the desk review is to feed into the monitoring of the innovation principle and provide an evidence base for updating the Better Regulation Tool 22 which describes the innovation principle.
It includes a comprehensive desk-based review of existing impact assessments, legislative acts, and other relevant policy and analytical documents to determine the extent to which they address innovation impacts or incorporate measures recommended and where applicable. It analyses data from a broad range of sources and conducts ten detailed case studies focusing on selected impact assessments, legislative acts, or evaluation reports.
