Accelerating Digital Transformation in Public Governance

Advanced digital skills are key to Europe’s technological and economic future. These vital competencies – from artificial intelligence to cybersecurity and data analytics – drive innovation and maintain Europe’s competitive position in the global digital economy. By fostering and investing in digital talent development, Europe aims to create a robust ecosystem that bridges skills gaps, enables business growth, and promotes digital sovereignty.

Against this context AI4GOV-X aims at creating the capacity to nurture and attract digital talents, while fostering an educational ecosystem that will help drive innovation and digital breakthroughs in the European Union. The four-year project addresses the key objectives of the Digital Europe Programme Call 5 through:

  1. Designing and co-creating with the public sector and the industry and, then, delivering two yearly editions of an online master program, composed and complemented by credential-based self-standing and extracurricular activities, to empower beneficiaries with the theoretical and practical knowledge and skills required by the ongoing digital transformation with a focus on Artificial Intelligence-AI, Data Spaces-DS and Digital Governance Transformation-DGT.
  2. Joining forces between the participant HEIs and public/private sector organisations, representing 21 EU MS and AS, to engage innovative talent and to allocate the best teaching staff members to the programme and complement them with qualified international experts, both scientists and practitioners, being testimonials -if not drivers themselves- of the most successful digital transformation processes in and around the public sector.
  3. Building and establishing a distributed knowledge facility and innovation generation platform. This infrastructure (AI4Scale) will not only connect the participant HEIs, enabling them to pool their equipment, resources and facilities to the advantage of programme beneficiaries allowing them to practise and deploy cases on AI, DS & DGT, but also enable the linking of all relevant actors of the EU GovTech ecosystem, providing gateways to collaboration opportunities on the innovation of public services.
  4. Strengthening and consolidating a global Network of Excellence on AI, DS & DGT, centred on a permanent hub (AI4Engine) powered by AI, able to identify talent from research, innovators, startups and key practices on public services, anticipating trends and new avenues of development and facilitating the connection and participation of existing and new stakeholders in the AI4Scale platform and the awareness and update of the educational programme.
