The objective of the Recovery and Resilience Facility (RRF) is to promote the Union’s economic, social and territorial cohesion. The Facility is an innovative, performance-based instrument, where payments are made to Member States, as beneficiaries, upon delivering reforms and investments pre-agreed in national recovery and resilience plans.
The regulation establishing the RRF requires an independent evaluation report by 20 February 2024. This report should look at the achievement of the objectives of the Facility (i.e. effectiveness), the efficiency of the use of its resources and its added value, including potentially a proposal for amendments to the Regulation.
This study, undertaken by a consortium co-led by CEPS, will provide an objective and independent evaluation assessment of the RRF against the criteria of effectiveness, efficiency, relevance, coherence and EU added value. This supporting study will feed into the Commission’s mid-term evaluation report. Moreover, the study will also provide useful background evidence and lessons learned for discussions on possible future performance-based instruments in the post-2027 MFF.
