Exploring legality, feasibility and implementation

The project will explore to what extent final recipients and beneficiaries have been impacted as a result of the measures imposed under the Rule of Law Conditionality Regulation in Hungary and will provide a concise analysis of the legal, budgetary, organisational, management, and control implications of applying ‘smart conditionality’ to EU funds in the future.

 The project has two main objectives: 

  • First, to explore how final recipients and beneficiaries have been impacted as a result of the measures imposed under the Rule of Law Conditionality Regulation in Hungary  
  • Second, to provide a concise analysis of the political, legal and technical challenges of applying ‘smart conditionality’ to EU funds in the future.
