Arno Behrens is Associate Senior Research Fellow at CEPS. Prior to joining CEPS, he worked as Second Secretary at the German Federal Foreign Office in the context of the 2007 German Presidency of the Council of the European Union. Other postings in his career include the European Commission, the Sustainable Europe Research Institute (SERI), the United Nations Industrial Development Organisation (UNIDO) and the United Nations Development Programme (UNDP).
Mr Behrens specialises in EU environment and energy policy and more broadly in sustainable development issues. He focuses on resource efficiency policies, circular economy, climate change, low-carbon energy sources, as well as on sustainable energy in developing countries and development finance. He is also an expert in socio-ecological transitions and Material Flow Analysis (MFA). Having published extensively on these issues, he is a frequent speaker at seminars and conferences around the world as well as a reviewer of various academic journals. He is also lecturer on EU environment and energy policy, inter alia as Visiting Professor at LUISS University (Rome).
Mr Behrens is an economist with training in environmental economics and management, as well as in international development. He holds a PhD in social ecology and environmental economics.
