Following a series of public consultations (e.g. on the review of the telecoms regulatory framework, online platforms and broadband), the European Commission is scheduled to adopt revised telecoms rules in September 2016. This seminar will address the current thinking on reform of the telecoms regulatory framework, including questions such as:
- How can telecoms reform encourage investment in fibre, mobile networks and do we need a gigabit society?
- In pursuit of a level playing field for network operators and digital services providers, should over the top (OTT) services be regulated or is now the time for substantial deregulation for telecoms providers?
- Will member states support a more harmonised spectrum policy regime?
