Dr. Colin Blackman was Associate Research Fellow at the Centre for European Policy Studies (CEPS) and formerly Director of the CEPS Digital Forum (2014-2016). Colin has extensive experience in the field of regulation of electronic communications and forward-looking ICT policy in Europe and beyond. He is the founding editor of the international journal Digital Policy, Regulation and Governance (formerly info), and the CEO and founder of consulting firm Camford Associates, with clients including the European Commission, the European Parliament, the World Bank, ITU, OECD, Sweden’s Ministry of Enterprise, Energy and Communications, Thailand’s National Telecommunications Commission and leading players in the telecoms, information and media sector. He has written extensively on important information age issues such as convergence, spectrum policy, innovation, and the role of ICT for economic growth.
Colin edited the Tenth Anniversary Edition of the joint World Bank/ITU Telecommunications Regulation Handbook. He was also Visiting Senior Fellow at the London School of Economics and Political Science (2013-2015), and is a member of the Editorial Board of Telecommunications Policy, a journal he edited for over 15 years.
