Europe’s moment of truth for trustworthy, innovative and resilient healthcare

Europe has reached a pivotal point in the digital transformation of its health sector. Rapid advances in artificial intelligence – spanning diagnostics, personalised medicine, hospital optimisation and biomanufacturing – are reshaping expectations for the future of care. The rapid adoption of AI also raises complex questions around ethics, data governance, regulation and the readiness of health systems and professionals to integrate new technologies. The current AI Strategy emphasises the responsible integration of these technologies, prioritising ethical considerations and data protection to ensure public trust. At the same time, major legislative milestones such as the AI Act, the European Health Data Space (EHDS) Regulation and the European Biotech and Biomanufacturing Act are redefining the rules of the game, signalling the EU’s determination to lead globally in responsible health innovation.

Yet this progress is accompanied by significant challenges. The European Commission’s study on AI deployment in healthcare underscores continued fragmentation in data, uneven system readiness and uncertainty around how to operationalise new regulatory obligations. Strategy&’s latest analyses show AI’s market impact could more than double by 2030, but many organisations still struggle to extract tangible value, echoing findings from PwC’s CEO Survey. This tension captures Europe’s ‘good, bad and ugly’: extraordinary potential, mounting pressures, and the urgent need for coherent, trusted implementation.
