Increasing damage from natural disasters has prompted a better integrated approach to disaster risk management in Europe. Although the current EU budget supports ex ante action (prevention and preparedness) and ex-post interventions (response and recovery) through different programmes and instruments, this support is not embedded in a coherent, integrated vision. Besides, various studies and reports reveal deficiencies in the design, implementation and reporting of current EU funding for this area.

This study explores whether the amounts of funding and types of instruments envisaged for natural disaster management in the post-2027 Multiannual Financial Framework (MFF) are adequate and offers recommendations to address identified limitations.
