CEPS, Imperial College London, and Wellcome are proud to announce the launch on 29 January 2025 of the research report “Towards an ambitious FP10,” a comprehensive exploration of the EU’s upcoming tenth Framework Programme for Research and Innovation (FP10). This report maps stakeholders’ positions on FP10 and provides actionable recommendations on its future structure, governance, and goals, based on guidance from an Advisory Group of 15 outstanding experts.
In a world increasingly prone to uncertainty, Europe has a major responsibility to lead the way in tackling global challenges, using science and technology for the benefit of all. FP10 is a key instrument for Europe to pursue these goals. Against this background, the report presents a vision and possible pathways towards an ambitious FP10.
The launch event, hosted by Prof. Hugh Brady, President of Imperial College London, and Dr. John-Arne Røttingen, CEO of the Wellcome Trust, will be chaired by Prof. Andrea Renda, Director of Research at CEPS and the report’s lead author. Distinguished speakers from the European Commission, European Parliament, and the academic community will join the discussion to explore FP10’s critical role in fostering excellent science, impactful innovation and competitiveness while addressing global challenges.
‘For decades the EU’s R&D Framework Programmes have been of unparalleled scale, enabled multilateral collaboration and provided access to critical knowledge, infrastructure and networks for scientific discovery and technological innovation. This report provides new ideas for FP10 to be transformational for Europe’s research and innovation ecosystem and beyond,’ said Prof. Brady.
The event will include the presentation of key recommendations from the report, followed by a lively debate with participants. Discussions will focus on FP10’s design, budget, and orientation, and its potential to prepare Europe for an increasingly challenging global environment, where systemic shocks have become the norm.
Eva Maydell, Member of the European Parliament stressed: ‘How we approach FP10 is an opportunity to trigger an innovation renaissance. Horizon has been an incredible vehicle for ground-breaking ideas and European excellence, but now it’s time to shape FP10 in a way that also enables EU tech champions and globally in-demand companies to emerge’.
