Europe’s economic productivity faces long-term stagnation, with recent shocks such as the war in Ukraine disrupting the fragile post-pandemic recovery and further exposing vulnerabilities in the EU’s competitiveness. Against this backdrop, Mario Draghi’s recent report has reignited policy debates on fostering economic productivity through innovation, advancing education and skills, and aligning decarbonisation with industrial resilience.

As the era of cheap Russian energy, boundless Chinese markets, and dependable transatlantic ties fade, the EU must navigate economic security concerns while striving for global competitiveness.
