2025 marks the twentieth anniversary of the start of Turkey’s accession negotiations with the EU. Two decades on, the negotiation process has stalled, and there has been little progress in overcoming other major issues due to political, economic and strategic barriers. However, evolving global dynamics – ranging from shifting geopolitical alliances and economic uncertainties to climate action and the green and digital transitions – offer new opportunities for a fresh approach to Turkey-EU relations.
Against this backdrop, the Global Relations Forum (GRF) has prepared a special report offering a comprehensive roadmap for revitalising Turkey-EU relations. Authored by distinguished experts, diplomats and academics among GRF members, it highlights areas for renewed cooperation, identifies existing challenges and outlines actionable policy recommendations to foster constructive, forward-looking engagement between Turkey and the EU.
The GRF Special Report, ‘Revitalizing Turkey-European Union Relations on the 20th Anniversary of Accession Negotiations: A New Roadmap,’ argues that moving beyond the current impasse requires a strategic, multidimensional, and sustainable new engagement narrative. Rather than focusing solely on the stalled accession talks, the report proposes pragmatic solutions that emphasise economic cooperation, security collaboration and alignment on global challenges.
