Policy coherence is a key characteristic of policy mixes, referring to promoting synergies and reducing contradictions between policies. Even though several EU strategies and communications have made a plea for a coherent policy mix to support the green transition, only a few studies have attempted to empirically examine policy coherence in practice. Moreover, up until now, there has been no comprehensive assessment of the level of coherence in the EU’s policy mix for the circular economy, which has expanded significantly in recent years.
This paper seeks to fill this gap by examining the level of policy coherence in the EU’s circular economy policy mix as experienced by business actors in the electronics and ICT, batteries, automotive and critical raw materials sectors.
