President Zelensky`s tireless and dazzling summit diplomacy with Europe over the last two weeks – in Kyiv, London, Paris and Brussels – was supported by big EU contributions to Ukraine’s war effort in all ways but one, that being a failure to reform the EU’s enlargement methodology, which has been stagnating in the Balkans.
