In their new CEPS Essay, Kálmán Mizsei and Ádám Kullmann offer some interesting and instructive insights from the experience in the newest member states following their accession 10 years ago for improving the effectiveness with which the EU structural and cohesion funds are spent.

Kálmán Mizsei served as Chairman of the Board of the program between 2007 and 2013. He was also the European Union’s Special representative for Moldova while previously he had served as Regional Director of UNDP for Europe and the CIS.
After being responsible for coordinating the preparation for the first and second EU programming periods in Hungary, Adam Kullmann has been working at the Open Society Foundations as co-director of the Making the Most of EU Funds for the Roma programme.
