Ukraine’s reconstruction is a defining challenge for global governance, stability, and the resilience of democratic institutions. A well-structured approach to reconstruction can set a global precedent for post-conflict recovery, demonstrating how strategic investment, sustainability and accountability can drive long-term resilience.
Reconstruction must go beyond rebuilding physical infrastructure and meeting immediate recovery needs. It should focus on the long-term sustainable rebuilding of the country by strengthening governance, promoting private sector involvement, aligning reconstruction with the Sustainable Development Goals, leveraging Ukraine’s strong digitalisation and AI, and investing in human capital, while ensuring adherence to democratic principles and the rule of law.
Within this broader vision, a key recommendation is to establish a G7 Fund for Ukraine’s reconstruction, which would help to scale up support for Ukraine’s long-term recovery. By offering loans with interest rather than grants, the fund would become a self-sustaining financial tool – reinvesting both principal and interest repayments to gradually expand its resources. This model would ensure a continuous flow of capital into Ukraine’s reconstruction, providing the financial backbone for enduring economic stability and institutional renewal. This aligns with the G7’s strategic interests, including those of the US.
The Policy Brief was developed as part of the Think7 (T7) process – an official G7 engagement group that convenes leading think tanks and research institutions from around the world to provide evidence-based policy recommendations to the G7 Presidency.
In this framework, T7 launched an open call for experts from G7 and non-G7 countries to submit abstracts on key policy priorities aligned with the G7 agenda. The Chairs and Co-Chairs of the T7 Task Forces selected the most promising abstracts and worked closely with their authors to refine them into full Policy Briefs, which were published on the T7 Canada website. These briefs contribute to the development of the T7 Final Communiqué, which will be submitted to the Canadian G7 Presidency in advance of the 2025 G7 Summit.
