CEPS invites its members and other key stakeholders to join a new CEPS Task Force – ‘Disentangling Global Gateway: from Team Europe to the World’.
The EU’s Global Gateway offers a valuable opportunity for all stakeholders to streamline how EU foreign policy is implemented, enhancing impact, visibility, efficiency and bolstering the EU’s global role.
To date, the EU’s Global Gateway strategy still seems to be suffering from a lack of clarity on what exactly its objectives are. While some view it as a vehicle to project EU influence globally, others interpret it primarily as a response to China’s Belt and Road Initiative. Various EU institutions have highlighted closing the global infrastructure gap, boosting EU competitiveness and securing supply chains as principal objectives – while others describe the Global Gateway as a global extension of the Green Deal, given its emphasis on clean energy infrastructure.
Building upon CEPS research, this Task Force will also explore how the Global Gateway can promote and sustain investment in human-centric, sustainable, secure and resilient digital connectivity. As digital technologies are enablers which can permeate a range of other infrastructure and industry sectors (transport, energy, health and beyond), this makes them a pivotal component in the Global Gateway’s broader success.
To achieve this, the Global Gateway should aim to promote sustainable development in and through digitally enabled infrastructure and services, contribute to upholding global public goods and democratic values, and enhance the EU’s competitiveness and global footprint in digital connectivity. This means the EU will need to support massive investment in digital infrastructure (fixed and mobile), develop a ‘positive offer’ underpinned by EU values and capitalise on the EU’s multi-level governance and multi-stakeholder approach.
To advance this agenda, CEPS has launched a Task Force to develop recommendations in collaboration with key stakeholders. The Task Force will conduct two workshops:
- The first workshop, scheduled for Monday 23 September at the EESC premises, will focus on how Team Europe functions, emphasising coordination among European financial institutions, the private sector and public sector entities.
- The second workshop, on Wednesday 9 October (prior to the Annual Global Gateway Civil Society and Local Authorities Advisory Platform plenary meeting), will address partner relations and their operational dynamics.
A final report will be presented ahead of the Council’s discussion on the Global Gateway to maximise the impact of the recommendations.
