As part of the Fit for 55 Proposal, the EU has begun implementing its carbon border adjustment mechanism (CBAM), which will require importers to measure and report the CO2 content of their third country imports of steel, aluminum, fertilisers, and cement. A transition period is envisaged until the end of 2025. No financial consequences apply for importers during the transition period. The EU has justified the CBAM as a tool both to avoid carbon leakage and to encourage cleaner industrial production in non-EU countries. Following the implementation regulation of August this year, preparation for implementation has begun. Several methodological issues will be elaborated over the next two years in an open and transparent manner and with public consultations before CBAM enters into force on 1 January 2026. At the same time, international cooperation on CO2 measurement at product level is intensifying through the OECD, IFCMA and the Climate Club.
