This decade looks to be a pivotal one for the future of Europe’s digital agenda.
Under the headline ambition Europe fit for the digital age, the Commission has set out actions to enhance data sharing, tap the potential of emerging technologies, and promote digital transformation across sectors. Moreover, the Covid-19 pandemic has underlined the need for coordination, common standards, and the exchange of data, knowledge and digital solutions more than ever.
Digital and interoperable European public solutions for public administrations play a central role in these efforts. As outlined in the Communication Shaping Europe’s digital future, the Commission will develop a stronger EU-government interoperability policy by the end of 2021, to foster coordination and the adoption of common standards for public services and data flows.
This future policy will need to consider several questions: what are the needs of businesses and citizens when interacting with public administrations? How can we improve cross-border and cross-domain cooperation between public administrations? What form should a new interoperability policy for the EU public sector take? And how can reusable solutions for public administrations be effectively promoted across member states?
Against this background, CEPS is launching a project to analyse interoperability as a key enabler of the public sector’s digital transformation in the EU. The project, carried out for DG DIGIT of the European Commission, will support the impact assessment of a future interoperability policy, as well as the evaluations of the ISA2 programme (Interoperability solutions for European public administrations, businesses and citizens) and the European Interoperability Framework.
