The European Union’s approach to research and innovation (R&I) is often lauded for promoting scientific excellence and addressing global challenges. This dual focus was reaffirmed in the recent Horizon Europe interim evaluation and echoed by new initiatives such as the ‘Choose Europe’ programme, designed to attract top researchers from around the world.
Yet, not all that glitters is gold. Horizon Europe has faced criticism for lacking agility and for falling short in fostering high-impact international collaborations – both with non-EU countries and with private and public donors.
As the European Commission prepares its proposal for the next Multiannual Financial Framework (2028–2034), questions arise about the EU’s ability to renew its R&I strategy with a strong global orientation. Competing priorities – such as increased defence spending, Member State resistance to budget increases, and a stronger policy focus on industrial competitiveness – risk sidelining global sustainable development goals.
On the eve of the Commission’s proposal, CEPS is convening a workshop to present its new research report. The report outlines options for the EU to strengthen its leadership on global challenges through a strategic reorganisation of its R&I programmes. The report presentation will be followed by a roundtable discussion with leading experts, who will explore possible scenarios and reform pathways.
