The EU spends billions of euros each year in the countries of the Eastern and Southern neighbourhoods, supporting efforts to reform their institutions and develop their economies so as to bolster stability and resilience and, where both sides desire it, to bring them closer to the EU. But there is growing concern about the impact of these programmes and the level of transparency. Against the background of the new EU budget, the panel will cover both the Eastern Partnership and MENA regions, and consider the priorities vis-a-vis the European Neighbourhood Policy, including the role of civil society, how the funds are spent, aid effectiveness and the adequacy of control mechanisms.
