Cyberattacks are on the rise, and ransomware groups are not only targeting corporations but also government agencies and critical infrastructures. Furthermore, today’s cybersecurity landscape is characterised by increasing complexity due to unprecedented technological advancements such as generative AI and new and evolving cybersecurity challenges.
Faced with a rapidly intensifying cyber threat landscape, Europe urgently needs to strengthen its defence capabilities. Heightened risks could compromise the stability and safety of our critical digital infrastructures and protecting them requires enhanced cybersecurity capacity and effective threat intelligence.
These threats pose a direct challenge to the digital integrity of the EU institutions, bodies, and agencies (EUIBAs), whose approach to IT security has thus far been fragmented. The new Regulation on the Cybersecurity of EUIBAs addresses these concerns by requiring the EUIBAs to implement dedicated risk management, governance and a control framework for cybersecurity. This Regulation will be complemented by cybersecurity risk management measures and regular maturity assessments that will contribute to cyber plans to enhance resilience.
The European Commission has procured and ad hoc vehicle FREIA (Fortified security, Resilience, Expertise, Intelligence and Adaptability) to achieve this goal.
This event will bring together policymakers, regulators, cybersecurity professionals and representatives from the EUIBAs and industry to explore how FREIA can help EU organisations improve their cybersecurity readiness.

BIO: Victor Cambazard, Cyber Security Policy Coordinator, DG DIGIT S, European Commission

Victor Cambazard, is a cybersecurity policy expert, currently serving as Policy Coordinator at the European Commission’s DIGIT.S Directorate. His work involves notably implementing Regulation 2023/2841 and advancing interinstitutional cybersecurity strategies. Previously, he was the Cybersecurity Counsellor to the French Ambassador to the EU, significantly contributing to the negotiation of key cybersecurity legislation, including the NIS2 Directive. He also worked at ANSSI, leading cybersecurity initiatives in international organisations and shaping international cyber governance strategies.

Piotr Ciepiela is a world-class cybersecurity and emerging technology expert. He focuses on areas such as OT/IoT, cloud computing, quantum computing, and AI. He is also a professional specializing in critical infrastructure protection for the European Union and national governments. Piotr is a co-author of several international standards for security and emerging technologies.
With 20 years of experience managing international technology projects across the US, Europe, Asia, South America, and the Middle East, his current role is the EY EMEIA Cybersecurity Leader and Global Leader in Security Architecture and Emerging Technologies. He is a co-founder of the Operational Technology (OT) and IoT teams at EY.
Author of a book on critical infrastructure and numerous articles in international magazines, including the Harvard Business Review and Forbes. He is a frequent speaker at global conferences and has been cited in prestigious publications. Member of the World Economic Forum in the area of resilience. Participated as the cyber expert in dialogues on the cyber resilience blueprint, an initiative that is a collaboration between the WEF and Oxford University. He has been a keynote speaker at global cybersecurity events and a university lecturer at the University of Warsaw and the University of Dallas, among others.
