Long admired as a neutral, efficient revenue raiser, the EU VAT system needs reform.  The internet has revolutionized commerce and VAT has been unable to adapt. As more European consumers buy goods online from outside the EU, the European Commission estimated that the revenue loss due to tax fraud reached EUR 151.5 billion last year. Policy makers face two options: 1. Embrace the change and re-think revenue collection in commerce or 2. Stick to old models and restrict technology-enabled commerce.

In response, Europe’s leaders have taken a series of measure aiming to boost cooperation between national tax authorities and law enforcement authorities. They also have decreed that, by 2021, electronic interfaces should file and pay the tax for their merchants.  Will these moves succeed in reducing VAT fraud? Or will they kill much of e-commerce in Europe? What should be the role of customs and logistics operators? Could this crackdown on fraud lead to a much desired simplification of national VAT codes, which create confusion by taxing different products at different rates in different countries?

Come hear industry, European officials, and tax specialists debate these questions and attempt to chart a path forward.
