To respond to the economic and social impact of COVID-19 crisis, the Next Generation EU plan, proposed by the Commission, crucially relies on the EU budget. Small and quite rigid, the EU budget is now being re-thought to better fit current needs. Will it become the EU fiscal capacity? The idea of a common fiscal capacity was put on the table soon after the financial crisis, yet political support has always been limited. Is this crisis different? and what about public support? Are EU citizens in favour of a EU fiscal capacity? What features should it have? How the pandemic is affecting perceptions and priorities?
