The European Initiative for Energy Security (EIES) and the Centre for European Policy Studies (CEPS) are organising a closed-door war gaming workshop and roundtable on Europe’s energy systems and supply chains, taking place on 19 November 2025 in Brussels.

This scenario-based exercise will simulate disruptive events, including cyber and hybrid attacks, geopolitical shocks, and technical incidents affecting Europe’s energy systems architecture. The workshop will host a select range of experts from across the energy sector – covering development, utilities, grid and infrastructure – representatives from the European Commission, permanent representations in Brussels, technology providers, and investors.

The workshop and roundtable, both held under Chatham House rules, will explore escalation dynamics, inter-institutional and cross-border collaboration and communication, as well as decision-making under uncertainty, underscoring the imperative of secure energy infrastructure and supply chains.
