The European Commission released on 10 of March its long‑awaited EU Small Modular Reactor (SMR) Strategy, a key milestone for Europe’s energy transition and industrial competitiveness. Together with the updated Nuclear Illustrative Programme (PINC), the Strategy confirms the growing interest in SMRs and cement them at the EU level as an important aspect for a secure and decarbonised energy system. Interest among Member States continues to grow, with several already launching feasibility studies, pilot projects and cooperative partnerships to support both third generation reactors and more advanced modular reactors.

Despite this momentum, the EU’s SMR development remains constrained by persistent structural barriers: fragmented national licensing frameworks, limited regulatory capacity, short political cycles creating uncertainty for investors, uneven access to EU financing instruments, and a lack of a coordinated strategy to build supply chains and a skilled workforce.

The presented EU SMR Strategy provides an important reference for discussing how the EU has defined the role of SMRs within its future energy system and whether the necessary conditions for investment, demonstration projects, and potential fleet deployment are being put in place. Its credibility will ultimately be measured by the progress on regulatory streamlining, the alignment of financing and industrial policy, and an enhanced cooperation among Member States.

This High‑Level Policy Roundtable will provide first reflections following the publication of the Strategy. Members of the European Parliament will be invited to provide political considerations on the EU SMR Strategy, offering insights into potential avenues for legislative and policy follow‑up. The ensuing discussion will convene regulators, industry leaders, and financial stakeholders to reflect on the Strategy’s implications, identify remaining gaps, and discuss practical next steps.
