COVID-19 and The Use of Electronic Data: Trust, Privacy and the Rule of Law

The use of electronic information has constituted one of the most debated policy responses to the Coronavirus pandemic in the EU. Cooperation with telecommunications and IT companies has been high in the agenda. This has included ideas such as the use of decentralised or centralised contact tracing apps, or certain EU Member States developing their own national policies. Access and transfer of individuals’ health and social relations data poses ethical and legal challenges in light of the right to privacy laid down in the EU Charter of Fundamental Rights and the General Data Protection Regulation (GDPR), the rule of law safeguards developed by the Luxembourg Court as well as the trust from individual users. This Webinar will examine the impacts of these surveillance measures on trust, privacy and the rule of law.
