WORKSHOP - LINKED EVENT TO THE UN GLOBAL REFUGEE FORUM

This Workshop examines the scope and implementation of European Union’s cooperation instruments on asylum governance with selected third countries, and their compatibility with the UN Global Compact on Refugees (GCR). The following overarching questions will be explored:

1. What are the key EU policy priorities and issues for the EU to take into account in the cooperation with third countries on expanding the protective environment and access to international protection? What is the EU’s contribution on international solidarity and forced displacement in the scope of the GRF? And how can the GRF pledge mechanism support accountability and accelerate responsibility sharing?

2. What specific dilemmas arise when examining EU’s financial, technical and operational support in strengthening national asylum systems? What roles do conditionality on expulsions, and issue-linkage with other EU policies, play in EU external asylum governance at times of ensuring effective, coherent and human rights compliant policies?

3. What are the lessons learned and promising practices from EU migration and asylum cooperation agreements and arrangements in light of the UN Global Compact of Refugees?

4. Which policy recommendations could be considered with the view to advance the objectives of the EU’s role in implementing the GCR? What is and could be the role of national and regional parliaments in ensuring democratic accountability of GCR commitments and their implementation?The Workshop aims at presenting the results of the four-year EU-funded Horizon 2020 Project ASILE which has as one of its major objectives facilitating the implementation and workability of the UN GCR.

The Workshop is co-organised between CEPS, the Danish Refugee Council (DRC) and the Global Refugee-led Network, GRN. It is divided in four thematic panels, where key speakers will be presenting. The event will also allow time for open discussion with the public at the end of the interventions.
