Global governance is increasingly fragmented, with a widening gap between transnational challenges and institutional capacity. This report from the EU-funded ENSURED project, of which CEPS is a consortium member, identifies five strategic priorities for the EU to strengthen multilateral cooperation across climate, trade and taxation, health, migration and digitalisation: reframing the narrative around concrete outcomes; building flexible coalitions, particularly with the Plural South; strengthening monitoring and compliance; securing predictable financing; and aligning internal practices with external commitments.
Together, these priorities offer a roadmap for restoring confidence in multilateral governance and consolidating the EUʼs leadership in fair, inclusive, and sustainable international cooperation.
