This report analyses how European industry has adopted artificial intelligence (AI) across seven sectors that Ukraine designates as priority innovation areas under its WINWIN Global Innovation Strategy 2030.
Based on 18 case studies of operational AI implementations and a systematic review of the OECD’s assessment of EU Member States’ progress in implementing the Coordinated Plan on AI3, it identifies the conditions under which AI adoption moves from pilot to sustained operational deployment, and draws implications for Ukraine’s reconstruction-era industrial strategy.
