The EU is currently designing the tenth edition of its Horizon Europe framework programme for research and innovation (FP10). Against a backdrop of intensifying geopolitical competition and a renewed emphasis on European competitiveness, a new CEPS report will examine one of the most consequential but under-discussed dimensions of FP10: the future of international participation through associated countries and the role of low- and middle-income countries (LMICs).
In Horizon Europe’s current edition, associated countries and other third countries have benefited from funding. However, given the more European-focussed tone and scope of the current FP10 proposal, will Horizon Europe remain attractive for these countries? In our current dramatic geopolitical landscape, will the EU continue to engage with third countries in projects that require enhanced research security guardrails and areas that entail dual use R&I? And what is the outlook and rationale for international R&I collaboration through, or even beyond, Horizon Europe?
CEPS’ anticipated report examines these questions. We take stock of past and current developments in international collaboration under EU R&I framework programmes and explore the case for enhanced collaboration with trusted partners and LMICs under the aegis of Horizon Europe and beyond. Join us to discuss our policy recommendations in the context of this roundtable.
