Harnessing Tailwinds for Strengthening the Euro Area

In 2018, reforming the euro area architecture is expected to receive a renewed boost. While a “grand deal” looks unlikely, practical steps towards a more consistent architecture seem feasible. These could include a reform of fiscal governance to simplify overly complex fiscal rules, a genuine financing union, enhancing the ESM towards crisis prevention, and reforming joint financing instruments. The presentation will discuss these and other reform proposals and lay out an economically sensible, legally sound, and politically feasible way forward to improve the architecture of EMU.
