Funding the EU external policies on migration: Questions of coherence and accountability

This Roundtable will present some of the findings of the EU-funded ‘TRANSMIC’ research project on trans-national migration. It brings together policy makers, civil society and academics around one of the most topical EU policy issues, namely the cooperation with third countries on migration, borders and asylum. The focus is on examining how this cooperation is funded and implemented, by reviewing the EU funding instruments and the Mobility Partnerships. What priority-setting can we see in this funding, how coherent is the funding of projects and what is the role for financial accountability?

During the “refugee crisis” in Europe, the EU established new funding instruments as part of agreements with third countries. For example, the Trust Fund for Africa was tied to the EU-Africa Valetta summit on migration, and the Refugee Facility for Turkey was established to accommodate the conclusion of the EU-Turkey “statement”. These funding instruments come on top of and draw from various existing EU funding instruments for cooperation with third countries on development, migration, borders and asylum. The Roundtable aims to get a clearer picture of the reconfigured EU funding landscape in these domains.

This Roundtable will also address questions over the funding of Mobility Partnerships and underline potential shortcomings such as the overlap of proposed projects or the absence of a monitoring process of the implemented projects, illustrated through the analysis of the case study of the Mobility Partnership concluded with Morocco.
Taking from these analyses and looking ahead, the future place of the funding instruments in light of the Commission’s new proposals under the so-called “Partnership Framework” and “Compacts” will also be discussed.
