The 'making of' the EU Global Strategy and challenges to its implementation

 

Nathalie Tocci, former researcher at CEPS and currently director of the Istituto Affari Internazionali in Rome, was the pen-holder of the 2016 EU Global Strategy (EUGS). She returned to CEPS on 14 November to present her new book which traces the origins, politics, process and content of the EUGS. Tocci shared her unique insights to offer a better understanding of European foreign policy-making. As a privileged player in the implementation process, she used the lens of the EUGS to tell a broader story about the EU and its functioning as it moves towards a security and defence union.
