High-level conference co-organised with the Ministry of Foreign Affairs of Denmark.

Since the Maidan protests of 2013-14, Ukraine has undertaken intense and unprecedented reforms across a number of sectors of the economy and society. Impressive reform progress has been achieved despite a difficult security environment in Eastern parts of the country. The reform process has helped to stabilise the macroeconomic situation; internal and external imbalances have been significantly reduced and the economy is slowly recovering with estimated GDP growth of more than 1% in 2016. The Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU, applied provisionally since January 2016, is creating new opportunities. Trade with EU Member States is on the rise and increased by 7.5% in the period September 2015 – October 2016.

However, Ukraine continues to face major challenges in establishing a well-functioning and prosperous state. Broad-based recovery and growth depend crucially on the continuing implementation of ambitious reforms in areas such as the judiciary, energy and public administration. Continued and transparent privatisation and efforts to promote and protect investments are other important areas where progress is needed. Despite newly formed anti-corruption institutions and new legislation, more needs to be done to fight corruption that remains widespread and an obstacle to economic development and prosperity. International reform support remains vital.

Ukraine has a strong economic potential stemming from its strategic location, well-educated population and richness of resources. What does it take to unleash this potential? Which reform priorities should be pursued and will have the greatest impact? How to counter vested interests and fight corruption?

While Ukraine’s leadership must continue and intensify the implementation of reforms, the EU and other international partners should actively engage in assisting and encouraging reforms in Ukraine. For the EU a reformed and prosperous Ukraine is of strategic importance. How to strengthen the business environment and attract foreign investors? How can we best facilitate business cooperation between Ukraine and EU Member States? Is there a potential for new EU support initiatives together with third countries?
