EU visa ban and asset freeze list of 21

The EU Council adopted its list of individuals deeded responsible for Crimea's illegal referndum and secession process on 17 March. The list is over half consisting of Crimeans, most of whom are presumably Ukrainian passport holders. Of the Moscow-based Russians the most senior is Sergei Mironov, deputy speaker of the Federation Council, who is said to have prepared the draft law to facilitate the annexation of Crimea by Russia. Mironov made an extraordinary statement on a Russian TV talk-show on the evening of 16 March: "This is just the beginning for regaining Russian lands". Obama has just also announced the US hit list. It includes well-known Russian political personalities, for example Dmitri Rogozin and Sergei Glazyev. Glazyev was conspicuous in advising Yanukovic to withdraw from signing the agreement with the EU at Vilnius. By contrast the EU has kept to a narrower legalistic approach so far, in sticking to the 'Crimeans'. The EU list is open to be adapted, and no doubt could be extended to include those on the US list.
