DESCRIPTION OF ACTIVITIES
Nowadays, new economic, social and environmental challenges need to be addressed in Europe, which should be tackled with the Europe 2020 strategy for smart, sustainable and inclusive growth. Agriculture is undoubtedly in the front line for these challenges, as the Common Agricultural Policy (CAP) has been the centre-piece of European integration and remains the strongest common policy of the European Union (EU). Due to the CAP’s long history, it is a dynamic policy that has been reformed on many occasions resulting in a multi-functional policy that has been though strongly criticized for its effectiveness and efficiency in achieving its objectives. The initial socio-economic and environmental objectives of the CAP have remained unchanged over the years, but the weight given to the different objectives and the instruments used for their achievement have changed drastically. The CAP has moved away from supporting commodity prices to supporting producers’ income and rural development, aiming at ensuring that sustainable production takes place in the Union. Intervention prices are set at low levels so that they are used in times of real crisis, whereas direct payments in combination with cross-compliance contribute to providing basic public goods delivered through sustainable farming.
In this framework, the CAP is due to be reformed by 2013, so that the current hot topic in the agricultural policy world is whether its objectives and instruments need to be further changed in the future. In broad terms, the future CAP should continue to promote greater competitiveness, efficient use of taxpayer resources and effective public policy returns European citizens expect, with regard to food security, the environment, climate change and social and territorial balance. All this needs also to happen within the constraints of limited budgetary resources and taking into account the severe impact of the economic crisis on agriculture. As the focal point of most crisis or periods of stagnation in the history of European integration, this policy draws though dividing lines in the reform debates.
The 'Agricultural and Rural Policy' Section at CEPS examines these issues related to the future CAP, the challenges ahead for the agricultural sector in the EU and the impact of CAP reforms on European farmers.
The Section has a well-consolidated experience in the initiation, coordination and management of large-scale European research projects related to the 'Agricultural and Rural Policy'. It participated, as coordinator, in ENARPRI - European Network of Agricultural and Rural Policy Research Institutes, a research project funded by the Fifth Framework Research Programme of DG Research of the European Commission (see: www.enarpri.org), and prepared studies for tenders related to the Agricultural Land Markets for DG Internal Market and Services. It is currently engaged in the following activities:
1. FACTOR MARKETS – Comparative Analysis of Factor Markets for Agriculture across the Member States. This project aims to analyze the functioning of factor markets for agriculture in the EU-27, including the candidate countries. The research compares the different markets, their institutional framework and their impact on agricultural development and structural change, as well as their impact on rural economies, for the member states and the EU as a whole. The research focuses on land sale/lease, labor and capital markets and includes the impact of national and EU programs on these markets. The project is funded by the Seventh Research Framework Programme of DG Research of the European Commission.

2. TRANSFOP – Transparency of Food Pricing. This project aims to provide considerable insights into food pricing across the EU, how competition, regulation and the overall functioning of markets determines price adjustment across different member states. In doing so, the project leads to considerable expansion of the research base in terms of both the research methodology that is applied with considerable new insights that arises from this approach. Given the policy focus of this research and the range of issues it addresses, the results will have the potential stakeholders’ perspectives (covering consumers, producers and industry representatives including SMEs) about how the food chain functions in the EU and the insights that arise regarding price adjustment issues across the EU.
