In its discourse, the EU places democracy and the rule of law as number one. This paper examines the extent to which the EU is a coherent actor in pursuing this goal in practice, especially in its wider neighbourhood. In its discourse, the EU places democracy and the rule of law as number one. This paper examines the extent to which the EU is a coherent actor in pursuing this goal in practice, especially in its wider neighbourhood.
