An event jointly organised by CEPS, the European Policy Institutes Network (EPIN), the Faculty of Law at the University of Copenhagen, the Amsterdam Centre for European Law and Governance, and the Centre for the Law of EU External Relations.

The dual objective of this event is to map out the various ways and means by which differentiation is given form in the realm of EU external action and to discuss the future constitutional, institutional and instrumental challenges of a multi-speed, multi-tier European Union in the field of foreign policy.

Following several pertinent developments in the EU institutions in December, including the December European Commission & EEAS communication on the EEA review and the Council conclusions of 20 December 2012, announcing that the EEA Council will discuss the EEA review on 13 May 2013, discussions about the functioning and possible amendment of the EEA as well as variations in Framework Agreement(s) with other European countries have now started in earnest.

Since their introduction in 1999, first-reading agreements under the EU’s codecision procedure have increased dramatically, from 28% in the 5th EP to 77% in the on-going legislative period. Early agreements have been praised for their efficiency and inter-institutional compromise; at the same time, actors inside and outside Parliament have criticised their lack of transparency and visible political contestation.



CEPS-EPIN Seminar. Current areas of differentiated integration include economic and monetary union (EMU) and the Schengen Area. But how will differentiated integration look like in the future? To what policy areas can or should it expand? What does future differentiated integration hold for the evolution of the European institutions? The aim of the conference is to have a panel discussion in which leading European politicians, officials and thinkers share their views on the subject of differentiated integration.

In 2008 and 2009 CEPS conducted two studies commissioned by the Office of the Committee for the European Integration (UKIE) on policy planning of the preparations for the rotating presidency of the Council performed by Poland in 2011 (July-December).

 



CEPS wrote a report on the above issues, which drew its findings from an EU-wide questionnaire.

This Marie Curie Initial Training Network EXACT is an EU wide Ph.D. and professional training programme for 12 young researchers, academics and professionals in the field of EU External Action funded by the European Commission. It provides the opportunity to realise an individual research project leading to a double Ph.D. ("co-tutelle") issued by two universities. It started in October 2010 for a period of three years including local and network-wide activities provided by the partner institutions of the network.
